1.0 INTRODUCTION
Shell Nigeria Exploration and Production Company Limited (SNEPCo), operator of the Oil Mining Lease 118 (OML 118) on behalf of itself and other Co-Venturers consisting of Esso Exploration and Production Nigeria and Nigerian Agip Exploration Company Limited under a Production Sharing Contract (PSC) with Nigerian National Petroleum Company Limited (NNPC) hereby invites reputable and competent registered Nigerian companies who are duly registered with the Nigerian Upstream Petroleum Regulator Commission (NUPRC) to do business, with proven experience and expertise in the Provision Of Nitrogen Purging And Leak Testing For Bonga FPSO Maintenance And Operational Services to be included into the bid list of the above tender.
Successful bidder(s) will be responsible to ensure compliance with the requirements of the Shell HSSE & SP Control Framework on Waste as well as local & international regulations.
The proposed contract will provisionally commence in Q2 2027 and remain active for 5 years’ duration, with a 2-year extension option.

2.0 SCOPE OF WORK/SERVICE REQUIREMENTS
The work scope will include the need for the contractor to use fit-for-purpose equipment and skilled personnel to carry out Nitrogen Purging and Leak Testing on the Bonga FPSO and other SNEPCo-assigned locations. The work shall include but not be limited to the following:
* Production of Engineering Work packs and Test procedures for all purging and Leak-testing work if required:
> Breaking of flanges and opening of vessels
> Nitrogen purging during plant inspection activities for vessel cleaning.
> Nitrogen purging for vessels and pipe works that require removal and reinstatement of Relief Valves
> Nitrogen purging and leak testing for pipeline pigging.
> Nitrogen purging and leak testing for methanol bunkering activities.
> Nitrogen purging and Leak Testing after system reinstatement.
> Nitrogen charging of crane and air tank accumulator.
> Nitrogen purging and leak testing of COT (Crude Oil Tanks) during and after inspections.
* Provision of Nitrogen/Helium reinstatement leak test on all new and disturbed flanges, clamp type connectors, threaded joints, valve bonnets, glands, and vessel man-way doors, associated pipework.
* Provision of Nitrogen/Helium reinstatement on all instrument tubing associated with the pipe works under test shall be open to the pipework and, where necessary, is tested as well.
* Mobilisation of competent personnel upon request of the BONGA operations team.
* Nitrogen Purging and topup services including all associated equipment before pressure testing.
* Provision of Nitrogen Quads on a call-off basis
* Provision of Nitrogen/Helium reinstatement test on all BONGA FPSO Any other additional process vessel & associated Pipework on the Company’s request, including process facilities, flowlines and associated Pipework located within the BONGA FPSO.
* Service to include the provision of associated Nitrogen Equipment on call out basis upon demand by the Operations Team Engineering and Maintenance.

3.0 MANDATORY REQUIREMENTS
To be eligible for this tender exercise, interested contractors are required to be pre-qualified as essential service vendors in Product Category List: 3.07.02: Pipeline Flushing, External / Internal Inspection and Pigging Services and 3.07.04- Pressure Testing Services:
i. Only successfully pre-qualified suppliers in these categories will receive Invitation to Technical and Commercial Tender (ITT).
ii. To determine if you are pre-qualified and view the product/service category you are listed for: visit https://vms.nipex.org/login and access NJQS with your log in details. Click on ‘Subscription’ tab on the left-hand side of the dashboard to view your status and, click “Product Code” tab to view registered product codes.
iii. If your company is not listed in a product/service category but registered with NUPRC to do business, contact NipeX office at Post Square Towers, 1, 3 Ologun Agbaje Street Off Adeola Odeku Street, Victoria Island, Lagos, Nigeria with your Company’s NUPRC certificate as evidence for necessary update.
iv. To initiate the NJQS prequalification process, access [http://www.nipexng.com./] www.nipexng.com, click on the Registration tab, and select NipeX SAP Ariba Vendor Registration.. To be eligible, all tenders must comply with the Nigerian Content Requirements in the NipeX system.

4.0 NIGERIAN CONTENT REQUIREMENTS
i. To be eligible to participate in this tender, Tenderers must provide evidence of registration on the NCDMB NOGIC JQS.
ii. Demonstrate that entity is a Nigerian registered company with greater than 51% Nigerian shareholding. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.) including company memorandum & article of association and/or evidence of entity’s incorporation, shareholding & ownership structure in Nigeria.
iii. Tenderers shall provide evidence category 1, 2, 3, 4 or 5 Service and Support (SS) group NCEC demonstrating ownership of Nitrogen purging equipment to be utilized in executing the work scope.
iv. Provide evidence of what percentage of your Company’s key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
v. Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project Specific training, manhour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s) at tenderer’s cost demonstrating presence in Nigeria for the execution of the work scope.
vi. The bidders shall comply and execute the contracts in compliance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) and all applicable laws and regulations especially HCD implementation at bidder’s cost.
NOTE: Failure to comply with the provision of the Nigerian Content Act 2010 or to demonstrate commitment to the development of the Nigerian Content Policy shall result in the disqualification of the tenderer from the bidding process.

5.0 CLOSING DATE:
Only Tenderers listed in NJQS Product Category List – 3.07.02: Pipeline Flushing, External / Internal Inspection and Pigging Services and 3.07.04- Pressure Testing Services as of Tuesday 16:00hrs, 20th October 2026 (advert close date) will be invited to submit technical and commercial bids.

6.0 ADDITIONAL INFORMATION
* Bidders shall receive and submit both Technical and Commercial ITT together.
* Only Bidders successful at the technical evaluation stage will have their commercial bids opened.
* All costs incurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.
* This advertisement shall neither be construed as any form of commitment on the part of SNEPCo to award any contract to any company and or associated companies, sub-contractors, or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from SNEPCo and or any of its partners by virtue of such companies having been prequalified in NJQS.
* SNEPCo will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
